2016 general and specific targets


  1. Ensure the management, technical assistance and implementation of the National Programme for hematopoietic stem cell transplantation (from peripheral blood and bone marrow)
  • Create and manage a nationwide database listing all individuals who consented to the donation of hematopoietic stem cells (HSC) and have been confirmed and validated, a database of at least 40,000 HSC donors;
  • Coordinate the recruitment and listing in the National Registry of Hematopoietic Stem Cell Voluntary Donors (NRHSCVD) of at least 10,000 HSC donors aged 18-60;
  • Coordinate the HLA typing of at least 5,000 HSC donors using the country’s accredited testing laboratories and of at least 5,000 HSC donors using NGS;
  • Create and manage a nationwide database of patients requiring HSC transplant from an unrelated donor;
  • Search for compatible HSC donors in the Registry’s own database and in international databases for all Romanian patients requiring unrelated transplant;
  • Provide HSC grafts for all patients with an identified compatible HSC donor and perform the unrelated transplant procedures in one of the transplant centers in the country;
  • Coordinate unrelated donor HSC collection and transplantation activities;
  • Carry out nationwide IEC events/activities to promote/advocate for HSC donation and coordinate the HSC promotion activities carried out by designated facilities running NRHSCVD-coordinated activities;
  • Provide input regarding the Technical Norms set out for the implementation of national public health programmes during 2017-2018.
  1. NRHSCVD will meet and maintain the minimum requirements entailed by the European and international standards in the field (the World Marrow Donor Association – WMDA standards)
  • Maintain certification for ISO/IEC 9001:2008 quality standards – quality management systems and for ISO/IEC 27001: 2005 – information security management systems;
  • Meet the terms and be acknowledged as a member of related international organizations: World Marrow Donor Association (WMDA), Europdonor – Bone Marrow Donors Worldwide (BMDW), European Society for Blood and Marrow Transplantation (EBMT), European Federation for Immunogenetics (EFI);
  • Draft a proposed Government Decision regarding the approval of subscription fees and taxes paid by the NRHSCVD in view of interconnecting with international entities (2016);
  • Draft proposed Orders of the Minister of Health regarding the following: guide for establishing the medical eligibility criteria of HSC donors; GRID (Global Registration Identifier for Donors) implementation plan, SEC (Single European Code) implementation plan to ensure traceability of cell therapy products used in transplantation procedures.
  • Implement updated organizational and operational standards;
  • Training of staff involved in NRHSCVD-coordinated activities;
  • Presentations at national and international events in the field;
  • Cooperate, as collaborating partner, in the implementation and evaluation of the European project registered with CHAFEA under no. 676969, HP-JA-2014 “Vigilance and Inspection for the Safety of Transfusion, Assisted Reproduction and Transplantation” – VISTART;
  • Draft and implement the MICS (Managerial/Internal Control System) programme.
  1. Achieve NRHSCVD interconnection with similar international bodies.
  • Establish and maintain partnerships with similar international organizations;
  • Maintain functional interconnection (for both donors and patients requiring unrelated HSC transplantation and lacking compatible matches in the local Registry) with the registries listed in the EMDIS (European Marrow Donor Information System);
  • List at least 20,000 active and HLA-typed HSC donors in the Europdonor – Bone Marrow Donors Worldwide (BMDW) global database, in order to meet the minimum requirements for joining the Group of Small and Medium Sized Registries.
  1. Search and find HSC compatible donors in the Registry’s own database for foreign patients.
